Background
To all-roundly enhance the cultural soft power and influence, and to comprehensively upgrade the tourism industry of Chongqing municipality, Chongqing Municipal Commission of Culture and Tourism Development shall hold the International Golden Idea Competition on Culture and Tourism Integrated Development of Chongqing, with a view of boosting quality development and improving living standards for locals, and building Chongqing into a culturally competitive city and a world-famous tourist destination. Hereby we would like to collect golden ideas from around the world.

To attain the desired result, the golden idea competition specifies eight dimensions for the participants to contribute ideas on.

Chongqing tourism boasts distinctive advantages in the five aspects related to the Three Gorges, the Mountainous City, the Local Culture, the Hot Springs and the Countryside. How to regard and interpret these advantages? What new businesses, programs and products can be developed by tapping into these advantages?

What is well worth doing in integrating tourism with agriculture, with industry, with healthcare, with sports and the like in Chongqing?

As for the tourism project of the Three Gorges, one of the long-time golden destinations for international tourists, how to improve it?

Given that Chongqing is known as “Global Capital of Hot Springs”, how to develop its hot spring culture and tourism on a certain scale, and how to develop related products and make them go global?

How to develop industries, programs and products related to the Bayu culture, the Three Gorges culture, the War of Resistance culture, the Revolution culture, the United Front culture, and the Migration culture typical of Chongqing?

How to utilize and develop the celebrity, ancient town and intangible cultural heritage resources of Chongqing? What new derivatives and culture & tourism commodities can be developed?

How to conduct further integration between tourism and such cultural industries and products represented by the museums, libraries, films and TV programs, and performing arts so as to hold greater appeal to tourists?

How to make the marketing of Chonqing culture and tourism brands go global? What new gimmicks, contents, forms and channels can be adopted?

1No fixed requirement is placed on the perspective, orientation, content and form of the entry. The arguments and solutions in the entry shall be provided on a case-by-case basis, and they should be insightful, analytical and constructive. Besides, they shall be highly relevant, feasible and creative. Empty talk should be avoided.

2The entry should present clear-cut views in concise language. With no limit on the word count, the entry shall reflect the development trend and market demand of modern culture and tourism industries.

3The entry must be original and plagiarism is strictly prohibited. In case of any dispute arising from infringement of copyright or intellectual property right, the contributor shall be liable for related responsibilities.

4The author holds the copyright while Chongqing Municipal Commission of Culture and Tourism Development reserves the right to use the entry.

The competition involves initial and final evaluations. In the first place the initial evaluation panel shall select the top 100 entries which shall be subject to evaluation by the final evaluation panel. To ensure the evaluation goes in an open, fair and just manner and highlight the professionalism and authoritativeness of the activity, Chongqing Notary Public Office shall oversee the evaluation throughout the process. Additionally, the employees with the sponsors and organizers are disallowed to compose or contribute any entry, and they can at most do the evaluation work.

The final evaluation panel shall be made up of one to two leaders from the sponsors, two to four renowned culture and tourism experts from China and abroad, and one to two experts from the mainstream media.

Note: After the expert panels are set and confirmed, they shall be kept confidential before the final winners list is made public to ensure the evaluation is fair and just.

Scoring Standards: The total score is 100 points and the scoring shall be based on the following five aspects:

RMB 300,000
for the One and Only Special Prize Winner

RMB 100,000
for the One and Only First Prize Winner

RMB 50,000
for Each of the Two Second-prize Winners

RMB 20,000
for Each of the Three Third-prize Winners

RMB 5,000
for Each of the 30 Memorial Prize Winners

Note: Personal income tax is included in the prize money.

1Each contributor in the golden idea competition shall provide his real name and identification as well as contact information.

2The submitted work must be original. Once the contributor is caught for plagiarism, he shall be disqualified for the competition and be liable for all legal responsibilities related to the copyright and rights to reputation and privacy. The organizers have the right to use the work, for instance, to use it for albums, exhibitions and promotion of relevant events.

3Once the submitted work is adopted, Chongqing Municipal Commission of Culture and Tourism Development holds all the right to use, publish and adapt it.

4The personal income tax shall be paid by the organizers while all other expenses incurred in submission shall be borne by the related institutions or individuals themselves.

5Chongqing Municipal Commission of Culture and Tourism Development reserves the right to interpret this activity. Participation in the competition is deemed accepting and abiding by the rules provided herein.
